For '04 go here and download Vintage_Car_Traffic.cdp. For '06 try downloading KUID:203201:16 from the DLS. That will add a new region in the layout selection screen. Just pick that region when you start a layout and you will have 1930s traffic.

I don't think he has any plans to make rolling stock. He is building it as it appeared post war and in standard gauge.
