I am getting this padlock symbol over the stub turnouts when the train goes over them with the 48249 patch in TS12.

Yep, the spline switches have had that icon for a while now; they just added it to the fixed track turnouts in this patch. It indicates that a switch is 'locked' and cannot be changed by the player.
